Code of Inspection Standards

The Code of Inspection Standards for Adult Facilities (the Code) aims to promote the continuous improvement of custodial services and will consequently be a work in progress and subject to change from time to time.

The Code is set in the basic tenet that the observance of human rights is integral to good prison management. It will set out the various outcome specifications against which adult custodial services are to be assessed, taking a public-interest and end-user's (prisoners and staff) perspective.

The Code will provide a level of transparency to the inspection process and advance notice to custodial management of the methods and expectations of an inspection and, it is hoped, will encourage a rigorous self-assessment by custodial managers.

The Code is derived from other national and international standards, including the full range of relevant international human rights treaties and covenants, observed practice, community standards and relevant research into the performance of custodial services. It is tailored to meet the demands and custodial circumstances of Western Australia.
